Strategic Estates Partnerships (SEPs) are joint ventures between NHS Trusts and private sector organisations, offering the NHS a proven way to unlock the potential of estate.
By combining the expertise and resources of the public and private sector, these long term partnerships enable Trusts to accelerate the process of aligning their estates and facilities with strategic aims, while improving the patient experience, optimising efficiency and seizing commercial opportunities.
Prime’s understanding of health economies, service modelling, operational requirements and public sector accounting means it brings a complete range of skills and solutions to a partnership – from property and commercial know-how to access to flexible and affordable private finance.
The benefits of a SEP
With NHS Trusts facing greater pressures from increased demand and reduced access to capital funding, SEPs are a means of financing and developing new facilities to increase the pace of transformation.
As well as generating savings and efficiencies, they also offer Trusts the opportunity to find new ways to earn income from their estate, which can then be reinvested into frontline services.

Local Improvement Finance Trusts (LIFT) – Prime is the joint investment and development partner of two Local Improvement Finance Trusts which have delivered twenty-nine operational schemes in the West Midlands:
- BaS LIFT, which serves Birmingham and Solihull
- Prima 200, which serves Staffordshire
Local clients also access a range of development, funding, design and consulting services to support local system transformation and the creation of networks to deliver new models of care.
In common with all its JV partnerships, Prime takes the hassle of management away and provides management services from financial accounting and audit to portfolio management, governance and compliance.
Sustainable Transport and Infrastructure Framework
Prime has been awarded a place on the Sustainable Transport and Infrastructure Framework managed by NHS Shared Business Services (NHS SBS). The framework, which runs until November 2027, is designed to support the NHS in lowering its carbon output and achieve its 2040 carbon net zero emissions ambition. The procurement framework agreement provides the NHS with a one-stop solution for all car parking needs, a simple way to find and appoint the services of fully vetted providers quickly and compliantly.
Appointed to Lot 6 (design, build and finance of sustainable car parks), Prime provides access to development expertise and value-for-money private funding for new car park projects, unlocking site-wide development opportunities and ensuring an improved experience for patients, visitors and staff.
